SW 2025 - How to add a second tier to a Geometric Tolerance frame (composite position)?

I'm trying to create a composite position feature control frame on a drawing in SOLIDWORKS 2025 - single position symbol on the left spanning two rows, with different tolerance values and datum references in the upper and lower segments (PLTZF / FRTZF per ASME Y14.5).

I can create the first single-segment frame fine through Insert > Annotations > Geometric Tolerance. The PropertyManager shows Style, Leader, Frame Style, Text, Format, and Layer sections - nothing below Layer. I don't see a control to add a second tier or to convert the frame to composite.

The SOLIDWORKS Help page for the Geometric Tolerance PropertyManager references a separate "Tolerance dialog box" but I can't find how to open it in 2025. Older versions had a Properties dialog with stacked rows, but that doesn't appear to be the workflow in 2025.

Has the workflow changed? Is there a separate dialog I'm missing, a hidden expand control, or a different entry point for composite frames in 2025?

This is for instructional material in an ABET-accredited mechanical engineering technology program, so I need the proper composite frame, not two separate stacked symbols.
