Solidworks slowing down computer when it's not being used

So, I am having issues with a work computer that is mainly used for CAD & CAM software (Solidworks, Autodesk, Mastercam, etc). We just upgraded my old workstation to a brand new build and I thought, with the amount of money spent, and the hardware we purchased, this thing would be an absolute beast. But for some reason, it is slower and laggier than my old one.

It seems to be running fine but it will randomly lag and freeze up on me when i am doing anything. Just recently i was doing some CAM programming and the computer locked up and when i looked at the task manager there was a solidworks process called 'splash' that was hogging up all my memory and CPU which was causing the computer to slow down. but solidworks didn't even have a part document open. It was just minimized in the tray... It only lasts for 5 seconds but its very frustrating trying to work around this issue. Whats going on here?
