I have some templates with parts in them that start off in a rolled back state. However, one of my users is experiencing problems with this: when he makes a new file from the template, the parts roll all the way forward instead of showing the normal "The part SomePart^SomeAssembly.sldasm was saved in a rolled back state. Do you want to roll the part forward?" message, it opens up rolled to the end. In addition, the blue Rollback Bar is missing when he edits those parts.

Is there a setting that's causing this, or any other way to fix this problem?
