Solidworks installation challenges

So, I've been consistently having trouble with SolidWorks 2016 & 2017 installations and uninstalls on several HP computers since the last successful upgrade in December 2016.  so far , no issues on my Lenovo computers what so ever.

This is the typical windows 7 SolidWorks installation manager error I'm getting:

The Installation Manager failed to register gdtanalysis.net.dll

C:\Windows\Microsoft.NET\Framework64\v4.0.30319\regasm.exe /silent /codebase "C:\Program Files\SOLIDWORKS Corp 2017\SOLIDWORKS\gdtanalysis.net.dll" returned 0xFF

When contacting Technical Support about installation issues, you will need to provide the installation log files available in this directory. Use the button below to save your logs as a zip file for sending to your support representative.

I have tried to do clean installations, .net framework repairs, uninstalls and reinstalls to no avail.  Have had my VAR looking at the problem but no solution has come about as of yet.
