Downloaded and installed SW 2016 SP3 on a Windows 7 machine fully updated from SW 2016 SP2. Upon completion I rebooted and opened SW and received an error

I closed it down and reopened it and did not see the error again. However, I see incomplete icons (some classic, some new) as seen in this image:

Has anyone experienced anything similar?

After more research it appears that the icon issue is actually part of the SP3 changes that are possibly incomplete. Although I have seen screen captures that indicate some installations have more colored icons than what I am seeing. The twos issues I see here may or may not be associated with one another.
