Simple thermal analysis of a concrete cylinder using external temperature

Looking to simulate heat transfer through a concrete cylinder when subjected to known external temperatures with the idea being to find out the time till the internal temperature matches the external. I'm doing something wrong with the set-up as the temperature of the of the model immediately equals the applied thermal load.

I've set the material properties as shown. Edit: I realized the thermal expansion coefficient units I used were wrong, and have been fixed from the below image - no effect on the final solution though.

I've then set the model to have a initial temperature of 10 celsius, and then applied an thermal load temperature of 85 degrees to the bottom and outer faces.

As shown, for both static and transient studies the temperature of the entire model is equal to the applied thermal load immediately. I've never used thermal analysis, or studied any form of thermodynamics, so there's no doubt something basic that I've messed up.
