Can someone explain to me why this sheet metal part is doing what it's doing?

Green Flange:

With "Instant3D" on, click on the green edge flange. You are able to drag the dimension to where you want. (The dimension is blue)

Edit sketch under feature and it works fine.

Red Flange:

Click on the red, and it doesn't allow you to move it. (the dimension is black)

Edit sketch under feature and it will not let you update.

Edit feature and there is no dimension to update.

The two flanges were done on two different computers.

Both computers SW2017 SP3
