Revision management without PDM?

Until recently, our standard procedure was to convert the SW drawing into AutoCAD before release.  Some of us have been pushing recently to keep our 3D data intact and have started to release drawings in SolidWorks.

Now, without PDM the question has come up as to a preferred method of revising solidworks drawings.

My suggestion was to do a 'pack and go' of the assembly and save it as the next revision, but then sub-assemblies won't be updated if they are revised on separate Change Orders.  Configurations might work, but then you might run into file size issues, especially while working on data across the network.

Any suggestions as to how to handle revisions withouth PDM?
