ref plane on cylindrical surface in assy

As a sketchplane for a keyway in a shaft a ref plane on the shaft surface is handy. (insert>ref geometry>plane) However it looks like this feature does only work in parts, not in assemblies. (SW 2008) Is it only a part feature?Solidworks Sketching
