Admittedly this model has grown like topsy, but I am successfully grouping related features in folders to help make sense of it.

Child features always appear first at the bottom of the tree, even if their parents are near the top.  I am generally able to move them up to sit under their parents, but two items are proving obstinate, and this axis is the most clear cut.

Despite Ctrl-Q, Ctrl-B and save/close/open it refuses to be dragged above its present station and I cannot see why?
