need help on resolving quirky behavior of my drawing sheet format.

I have created my custom drawing sheet format. have created the border with dimensions and relations.

see the file "btm_A3.slddrt" attached. (SW-2013, SP-5)

the dimensions are on layer "box_dimn".

the layer was subsequently hidden and the drawing sheet format is usable.

however, when I wanted to make some improvements to the drawing sheet format, and went back to edit the file, the dimensions have gone invisible.

(even after switching on the layer).

(have also ensured that Annotations are on)

any help is welcome, as I need the flexibility to tweak the format now and again.
