question about flow freezing

The user manual states that "all flow parameters, with the exception of fluid and solid temperatures and fluid substances concentrations" are taken from the previous iteration during flow freezing.  I have global goals for Av X, Y, and Z Velocity, Av Static Pressure, Av Turbulent Energy and Dissipation in a transient concentration decay study.  I enabled flow freezing at iteration 100.  After the calculation finished, I created a goal plot and added all goals, then went to look at the values for each of them at iteration 100 and beyond.  I noticed that the goal values for Pressure, Energy, and Dissipation are constant from iteration 100 until the end, but the values for X, Y, and Z velocity change a little bit from iteration to iteration after 100.  Isn't the whole point of flow freezing to freeze the velocity field since we are making the assumption that velocities are well established by that point?  Am I missing something?  I hope so, and hope someone here can explain it to me
