Problem placing dimensions on drawing views in different display states

I'm having a problem when adding dimensions in a drawing file where different drawing views are showing the same part in different display states, in which some features are shown in one display state and are hidden in another.

Here's an example image, where the drawing view/display state on the right has features that are hidden in the drawing view/display state on the left.

The problem I'm having seems to be tied to which display state the solid model was last set to.

If the solid model was last set to a display state where some features are hidden (like on the left), then I cannot add dimensions to those features in a drawing view where they are showing (like on the right).  The edges of those features can't even be selected, but the edges behind them can (like the right edge of the sheet metal of width 5 11/16" can be selected in the drawing view on the right, even though you can't see it).

This can be worked around by opening the solid model, changing the active display state, and switching windows back to the drawing file, but I'm wondering if there's some way to fix this issue so that any feature can be dimensioned in any drawing view regardless of what display state it shows / what display state the solid model was last set to.
