Portal Account Activation

How do we unlock the features in a portal account?  Seems like a basic thing but it's not so easy.

We have several (40 or so) floating network licenses of SW.  I have been triing to promote the SW portal for some time with out users.  It seems that everyone comes to me with questions and expects me to find the answers.  I typically call our var and check several forums.  I would like our users to start entering enhancment requests, read the knowledge base and forums themselves.

I convinced one users to create an account.  We entered his e-mail and serial number as requested with what ever other questions it asked.  Now that he can login he can't do much because everything is locked.  It gives a message indicating that he needs a support contract.  A license file is e-mailed to him but there is no instruction as what to do with it.  I know it wasn't this difficult several years back when I did it.

I don't know if this is part of the problem on not  we use the same serial number (it's a floating license).

I wanted to show everyone that they have access to alot of information if they only looked.  But here I am triing to get step one to work (making a user account).
