In a drawing, is there a way to assign a layer to a picture?

When using "Insert" -> "Picture" and placing a .jpg picture in the drawing,
I can't find a way to send this picture to a specific layer.

There is no way to control this, in Sketch Picture properties...

This prevents the picture (i.e. logo) from being turned on of off.

Am I missing something?
