The answer to this may solve why drawing dimensions do not replicate the solid part.

This is a very simple cylinder, the 3D part does not reflect its sketch parameters, calculating the sketch to the 3D part ratios do not show the same scale ratios. Checking to see if somehow the 'SCALE' feature was the cause, it shows the scale to be 1. Really perplexed as to the cause of this.
