Is there anyway to import a picture of a PDF into SolidWorks?

I have the drawing below in a PDF file and the company we buy this part from is being very uncooperative in giving me the part dimensions.  I really just need enough information to make a representative part, it doesn't have to be exact.  Can I paste a picture into SW and "trace" over the lines and then scale it to the correct size using the few dimensions they do provide?
