We have some part files that were checked into the vault then added to our design library.Our vault is set to not check-in design library files, so now when you check-in an assembly that contains one of these part files you get an error message that states design library parts cannot be checked in to the vault and it links the part file in the vault to the newly checked-in assembly.

How can we get these part files out of the vault and just in the design library?
