Hi I need help here!

I just learned about surfacing but I was stuck at a model for 2 days 2 nights.

Attached is the screenshots. The top 2 pics are the model I want to achieve. I am not familiar with the surface tools and I do not know which is the best tool to use.

I tried follow some youtube tutorials and it became disasters.

Please help!
