I'm having a problem mating a hinge feature in an assembly and wondering if anyone has tips.

I'm desiging a swinging "door" where bent wire hook hangs over a rod.  Low, low tech.

In "the real world" this is a sloppy joint - the inside diameter of the bent rod is about 1/8" greater than the rod diameter it hangs over.  In SW, I just want to model it as if the hook had a force field keeping it concentric around hinge bar.  If I select the two parts it won't allow me to assert concentricity.  Not sure what the right way to create this mate is.
