I have a makeshift drawing that I'm working on. It's a dwg format with 3 .PDF images pasted onto it. It's just a control dwg of an item that a vendor is making for us, by their design. They supplied us with the .PDF's.

The problem is that I want to add some notes with leaders to this control dwg. I place the notes on the dwg but when I move the leaders to point to something on the pasted .PDF, the leader goes behind the image.

I tried playing around with layers, and editing sheet format, but they don't seem to work.

is there a way to bring these annotations to be "in front" of the images?
