Maintaining alignment and location of models, DIMs, and notes for each sheet in a drawing.

My project is to create a large manual of all of the different styles of fence sections the company I work for has to offer. The fence sections vary in 8 or so basic height and width combinations but more importantly each fence section has it's own style (meaning different components that go into their creation) (i.e. one may have an 8" lattice top with deco rails where as another may have no lattice top but may have 4x4 posts instead of 5x5 posts. Get where I'm going with this?

What I am needing to do (to make this manual more presentable) is to relatively maintain the alignment from sheet to sheet of each fence section regardless of the height,width, or style. My current method for doing this:

I created a template that each fence section assembly would be placed on that has light dashed lines on it marking the location of a specific area of the fence section. So for each page, I insert the template, and the bring the desired view for the fence section placing the area of the fence section on the light dashed line I added to the template. It does work but it seems like a very informal way of handling an issue that should have a basic solution. The largest problem I am having with this is that the dimensions (DIMs) don't line up from page to page. I expect their to be a difference for the most part, but being as the models all have the same basic types of DIMs (for the most part) I would think it should be possible to maintain their alignment, right? Any help would be appreciated!

The picture I've attached is a rough idea of what I am talking about (with out the notes and dimensions). That would be page 1 and then page 2 would have a different type of fence, but the same basic dimensions with some exceptions. I want everything to line up!
