Has anybody figured out a way to link a note number in your drawing notes to an annotation in a drawing?

We have notes located in the lower left of our drawing giving finish, assembly, welding and any outher details and sometimes we may put a note in a view, for example 'SEE NOTE 2'. Is there a way to link the 2 in the annotation to the 2 in the notes such that if the note number changes the annotation will update, somewhat similar to the way linking balloons in a note works.
