linear pattern with rotation

I should be able to produce a linear pattern while at the same time rotating it if I use an angle as reference and we have a use case for this. Many refrigeration compressors are standardized to be mounted with a hole patterns like the one in the picture (190.5 mm = 7.5").

 



However depending on the compressor model and application this angle may vary.

The hexagon on the left lower placement is used as a reference for a circular sketch pattern and I use the point on the centre as a reference for this pattern.  I was hoping that changing the angle would make the circular pattern rotate but instead, only the construction line does and the hexagons remain in the same spot.

How could I do this ? Ideally, once this works ok I will create a library feature and only by changing this angle I will accomplish what I need. More ideally, I would get this done with a linear pattern.
