License Problem

We have two separate licenses, one for Solidworks 2017 Professional and one for Solidworks 2023 Professional. The price I got to upgrade from 2017 to 2023 was about the same as the new license, so I bought a new license. I installed and activated the new 2023 license on the same computer that had the 2017 license. For a while, both versions worked on the same computer. Then, since I didn't use 2017 while I had 2023, I deactivated the 2017 license and removed the 2017 version from the computer. I thought everything was fine until recently, when I needed to run Solidworks on another computer. When I tried to activate the 2017 license that I thought I had deactivated on the new computer, I got an error saying the license was already in use. I noticed that the 2017 version was not deactivated on the computer where the license was previously active, so I deactivated the 2023 license and reinstalled the 2017 version, but no matter what I did, my 2017 license was not activated again. If anyone can tell me what to do about this issue, I would really appreciate it.
