If I set layer settings for balloons/dimensions/notes/table etc inside document properties and insert these items in my drawing, will all of them get placed in the layers specified in document properties?

I have tried this and it is not working for me, is there any specific step which I have to follow to get it done?

Please find the image below, in which I have created a layer called balloon for balloons and when I insert balloons they are not falling in balloon folder.

Also I found a gap between my balloon circle and the leader. is there any option to close this gap?
