We switched to 2016 yesterday and I am having an issue with default layer colors on my machine. We have dimensions set to blue, notes to green and weld symbols to red. All drawings I open or create come in all black. The items are all set to the correct layer and if I select a dim or note and attempt to change the color it shows that the color is set to  default. Even if I uncheck default and attempt to select a new color the item stays black.

My co-workers are not having this problem so there must be a setting messed up with my machine. In fact, one of my co-workers just opened a drawing I have made today and it opened in the correct colors for him while being all black for me. Does anyone have any suggestions where to look?
