Issue with publishing SolidWorks drawing to eDrawing

My company uses templates with layers to show different information depending on what type fo the part the print represents.  Over the last few months, I have noticed that on eDrawing files created by specific users, layers that are hidden in SolidWorks become visible in eDrawings.  The items on each individual layer are also merged onto one of the layers instead of the layer they were originally on in SolidWorks.  We are using SolidWorks 2012 x64 Edition SP4.0 and eDrawings Version 12.4.0.108 2012 SP04.

This issue does not occur on every computer.  On mine as well as numerous others, drawings publish exactly like it appears in SolidWorks, no problem.  On everyone elses computer however, the layers act up as described above making much of the titleblock area illegible.  This only occurs if they open the drawing in SolidWorks and save it as an eDrawing file.  If the SolidWorks drawing is opened in eDrawings first and then saved, everything appears as it should.  All of the computers were imaged within a few days of each other by our IT department so IT feels everyone has the same settings and software.
