Is there any way to set what will be considered horizontal when creating a reference place?

This is a point of annoyance and really problematic when I'm adjusting the definitition of my planes. For instance I have a reference plane defined by being coincident to a line in a 3D sketch and perpendicular to my top plane. I then decide I don't care if its perpendicular to the top plane but rather want a point to be on the plane instead so I change the perpendicular constraint to a coincident with the point. But now the sketch I had on the plane is rotated 90 degs. It doesn't seem like I can do anything to change the order of the constraint selection or say switch to 3 points instead of a line and a point. Is there really no way to control this? 

I've already started doing a lot of 3D sketches on plane where I can set a reference line parallel with the top plane to call that true horizontal and then set geometry either perpendicular or parallel to that line as my horizontal and vertical for the sketch. It would be really nice to not have to do this though. Theoretically we should be able to rotate the axes on the plane to any arbitrary angle we want if only we had the controls in the menus.
