Is there an easy way to create a plane thru two perpendicular lines?

I have a multiple component assembly that I am trying to create a plane perpendicular to a tangent line from the first and last component. I can get a plane parallel to the line but when I try to get the perpendicular plane I end up with the Right Plane (~17.7112° from where I want it). I have a sketch with a line truly perpendicular to the line I want but again when I select both lines I end up back with the Right Plane.

The bottom line is I am trying to create an oriented view where the assembly is sitting horizontal on this tangent line. Seems like a simple task but I seem to be missing something.
