I was asked to  see if it is possible to  see if when triggering the  "Submit the Library review"  transition from WIP state that  i can not only select a notification for the Under Library review,  but also  select  the user to notify at that  time  for the  Under library approval.  That  way  when the user that  reviewed the  document "Release for Library Approval" that  the and email is  sent to  the user that  was already selected for  approval at the  first transition.  This is  done  because  the reviewer doesn't  necessarily know who will  approve the  document.
