I just switched to SW 2016 SP3 and now my layer setting for "will not print" does not work when I use Save As PDF... everything visible shows up in my PDFs.

Is there a setting I am missing in SW 2016?

I use Save As PDF to publish my drawings.

I have a notes layer set to visible and non-printing.

When I Save As PDF the notes are printing which is frustrating! ): I cannot use print to PDF because the quality is blurry.

I checked the PDF setting and "Include layers set to not print" is off.

Did SW 2016 break this or am I missing a new setting somewhere?
