We are still using SolidWorks 2007.  I've noticed that 2010 has the ability to put an "Inspection" border type around annotations.  Does anyone know how this can be mimicked in 2007 since it is not avaiable from the border pull down.  I know that you can add custom symbols using the Gtol.sym file.  Is there a way to add custom borders?
