Hey there, I've got a surface and I've tried to make it any way possible but I can't seem to figure out how to make it

The intention is to create  some kind of modular tiles based on an image I saw a while ago but can't find the method to make the thing.

What can I use to make this? I've tried to use lofts and boundary surfaces but it doesn't work

I've created all the necessary curves and profiles, and also tried with the full shape (circles) and trying to make a combined extrude/loft between them.

How can I make this?
