I'm unable to install SolidWorks on a fresh up-to-date Windows 10 Installation

Today I installed Windows 10 Professional on a new SSD. After installing all of the updates for Windows I went to install SolidWorks by downloading running the setup EXE and it asks if I want to "allow the app to make changes to my device" and I say yes. Then nothing happens. No error message. No freezing of the computer. Nothing running when I look at the task manager. I tried running it as an administrator, from the command prompt, and from the second hard drive. Incidentally, I'm having the same issue installing Adobe Creative Cloud. However, I was able to install other programs such as Chrome and Forticlient. Can anyone help with this issue? Thanks.
