How to use same part in a multiuser environment.

How does one properly share a model for daily use in a multi-user environment? My company doesn't have the SolidWorks Toolbox, so I've made various standard fasterners and tools and put them in a Design Library, which is located in a directory so that everyone at my company can access it.

For example, I made a Socket Head Cap Screw (SHCS) model that uses an Excel based Design Table to generate multiple different configurations of SHCS's from #1-64 through 1-8 screws of varying length, thread pitch, etc. This file (SHCS.sldprt) in particular is used quite frequently, by many people at my company, and at the same time. If one person is working on an assembly that uses this part and they were the first to open it, they have write-access to the file. If that file is still in use, when someone else goes to work on a different assembly, any attempt to save the assembly is followed by a series of Save Dialogue Prompts to save the SHCS.sldprt file, even though no changes have been made, and the dialoge pops-up the same number of times for however many different instances of SHCS there are in the assembly. It becomes a bit frustrating when you are trying to save a simple assembly, what should take a matter of seconds, and ends up taking about a minute of button mashing on the Cancel button of the Save Dialogue.

I've tried enabling the Multi-User Enivroment options (under System Options > Collaboration), but it does not remedy the situation. We do not have PDM. Is there any way to disable these Save prompts?
