when I scale the title block the text is not scaled.... how can I scale both the title block and the title block text at the same time, quickly?

I have D size drawings that I print on 8.5" x 11" paper. Small drawings are stored in a 3-ring binder on shop floor. Operators have a hard time reading the small title block.

I want to quickly scale the text and title block at one time, quickly...

It takes forever to scale all the text entities on the title block...
