How to prevent a duplicate file from getting saved into PDM?

I understand the Duplicate File Name settings within the PDM Admin tool and yes it does work, but that's only once the file has been saved into PDM and it prevents the user from the checking in the file.  What needs to happen is for a pop-up to occur that tells them this file already exist before it saves it into PDM therefore it doesn't even have a chance of even stepping foot into the system.  Currently, even though the file can't be checked in due to the setting block it, the file still has to be removed regardless.  Those are just extra steps for someone and time that could be saved if this prevention was in place.
