Often I'm working on a part or assembly and all of a sudden I've dragged a toolbar from its proper location to somewhere on the screen.  I understand being able to reposition them, but I would like a way to lock them in place or disable dragging them unless something specific is done/enabled.  Is this possible?  So far my searches have been fruitless.
