How to extrude not all the way through??

Im hoping my question is more simple then I hope it to be...

Im designing rims for a project, ive stated in other posts im more inclined with the design aspect rather then the eningeering aspect that comes with solidworks but nonetheless im working in solidworks(but this is good i want to learn the program)

NOW, my question is, in the rim in the bottom right, see how they have a triangle window, then the extrde goes on a gradual incline and it starts from no cut and slopes to full cut? Im wondering...

How do i do this? how do i do an extrude that can create a slanted slopeing cut

AND

How do i extrude but NOT all th way through, say... half way through the facei guess you could say? so that its more of a dimple and less of a extrude?
