anyone can explain me how i can made a Foreshortened diameter without section view?

I see a lot of videos in youtube but in all says I need a section view.

but i need create this dimension without secction view.

I have a  broken-out section and crep view in the same view. in this view i need create the Foreshortened diameter.

anyone can help me?
