Since upgrading to 2015, whenever I edit a sheet format in a drawing, the rulers automatically turn on. The rulers toggle in the view menu is grayed and they cannot be turned off. When I exit the sheet format editing, the rulers turn back off on their own.

It's an annoyance to have the drawing jump around as the rulers turn on and off. I don't use them and don't need them.

Is there a way to disable this "feature"?
