How do I adjust a sketch but keep it proportionate?

Hello Everyone,

First time poster but long time lurker.  I am fairly green with Solidworks but I do know my way around a little bit as I have taken the beginner Solidworks training course with Hawkridge Systems a couple of years ago.

Anyway, I have a question here that I hope you all can help me with.  In the attached pictures I have the sketch fully defined by Solidworks 2020.  As you can see the inner circle diameter is 43mm in one picture, and 50mm in the other.  In the two pictures, when i adjust that hole size, it only changes that hole and doesn't adjust the rest of the sketch.   I want to be able to adjust that number up, and have the rest of the sketch stay the same as it is shown in the 43mm picture and keep the 5mm's around the circle.  I don't really care about adjusting down.  Can I do this with the Scale command?  If so, how?
