How can I get sheet and row to be in consecutive order ex 1 2 3 4 5 instead of 2 5 7 10 12

How do I get the Sheet/Row tag to be in consecutive order (example 13-2,13-3,13-4,13-5,13-6 instead of 13-2,13-5,13-7,13-10,13-12)?

How can I produce more Sheet/Row tags on my sheet?
