I am having all kinds of trouble trying to draw this parts holes.  Anyone have any ideas?  The hat starts as a semicircle of mesh then gets bent into this shape.  I am unfamiliar with sheetmetal features and I think this is where I can go to draw-to-build.  The holes pattern in an arc on the completed part.
