I hope this is an easy one...

We do many parts...circular/cylindrical parts...with face holes.  Dimensioning of holes consists of detailing the B.C. and angle from 0° or some feature.

How do I do this more easily in Solidworks (2009 SP4)?

Usually I end up having to sketch a construction circle and lines in order to accomplish the angle dimensions - simple parts not a big deal but anything more complex and it gets tedious.  "Smart Dimensioning" always gives me horizontal or vertical - I'd love to click on 3 points and drop the angle down - is this possible?

(No, I haven't been to training...self-taught)
