All I want to do is place a 3/8-16 tapped hole on a cylinder perpendicular to the centerline .600 inches from the end of part.  It always switches to 3D sketch and will not let me use a dimensioned point to place it.  Also if I try to dimension it just does not work.  I am using SW 2009.  I have searched these discussions and see similiar issues, but not a clear answer.  Attached is the part.  Have a good day!
