OK, this issue is with both Component Line Font AND the layer toolbar.   In either case, I can't change either the line font of the part, nor can I change the layer that the part is on.

I can do it for EVERY other part in the drawing.  See the attached video:

In the video The first part I do it for is not having any problems.   The second part is having the problems.  You can see that I select the layer for the second part to be PHANTOM, but it just pops back to -None- every time I select it!

Has anyone else has this problem?  If so, what did you do about it?
