Graphic update to only a small portion of the screen

I've been seeing this for some time now, and really want a solution.  I get a small section of my graphics to update, and the rest of the screen stays frozen in an old image for something like 5 to 20 seconds.  See the image below:

Notice the small rectangular section just to the right of the upper jack screw.  That is the only portion of the screen that is "current", as the image was zoomed out.  My graphics driver is up to date.  I'm running a Quadro 4000 on a Dell Precision T5500, 12 Gbytes.  Graphics driver is 8.17.12.7589.  I used to see this in SW2010 with the same card and the 2010 driver, but I also saw this with a previous Quadro FX 1800 and approved driver for SW2010 in this same Dell box.  If I don't have the patience to wait for the screen update, a will give a full screen update, but that also tends to interrupt an active command.  Anyone know a cause of this partial update?  This is also not exactly repeatable.  It maybe happens 20 to 40 times a day, given 8 hours of pretty heavy usage.

The portion of the screen that is getting updated is where the tool tip would be (or had been) displayed for a recent mouse location's feature name.  Can I turn off the tool tip that lists the feature name in the graphics area whenever I mouse-over anything?
