When populating my drawing with views,the flat pattern does not unfold.

I have had this issue with SW 2014.Checked the Property manager,and it shows the flat pattern as the selected view.

Still,all the rebuilding and control q I try no unfolding is performed.Open the part and it unfolds fine.

If I leave it in the flat pattern,my formed views are incorrect???? It is designed in a top down assy that has many other references,so leaving it unfolded disrupts the design intent.

Anyone else have this problem with SW 2014 SP2?
